Step 1. Research Research Research
Step 2. Find a route
Step 3. Get a business license (and a drivers license if you don't have one).
Step 4. Buy or lease a truck.
Step 5. Buy a freezer to put in the truck (if already not in it).
Step 6. Buy ice cream.
Step 7. Drive your route during the times when children are likely to be home and outside playing.
The hard part is getting started. As far as local laws and vendor permits, go right to the town hall and ask. It can definitely vary from town to town. Since the laws can be different do not take someone else's word for it unless they have sold in the same locations that you want to sell.
It is a cash business, a good route will yield between $500 - $1500 a day. I don't think you will sell much ice cream in the winter. Cost of goods sold is about $100.

It's mainly aimed at the U.S. For licensing/permit information you will have to go to your local government office in your city. They will be able to tell you what you need.
As far as help with purchasing an ice cream truck, I think one of our users here is selling his ice cream truck and he lives in Canada. Let me look into this and I'll post what I find asap.

Also make sure you buy a cold plate freezer - these are much more efficient and do a better job of keeping the ice cream frozen at the right temperature.
They are also good when doing events and you will be parked for a long time as the freezer can be unplugged and not running on a generator for up to 10 hours (depending on how hot the day is) - while still keeping your ice cream frozen.
connieleung, when are you planning to start your ice cream truck business? The summer is the best time!
